getting a medallion is the pinnacle of driving a job and right now there are hundreds of us at the peak and you deny us and take for yourself. this can't be right. you can't be serious. how can you ignore the plight of hundreds of cab drivers who have worked a lifetime, altered their lives and sacrificed and refused other opportunity in order to earn their medallion. it's so wrong and cruel. you have stolen my future and my family's future. in case you're not aware of it cabbies have families too. right now i suffer from terment of this justice and it's severe and the first thing i think of in the morning and last thing at night. it's the epitome of being used and abused. prop k kept us in this business with promises and hope and so did prop a by the way at the start, and i looked at this as security for my family and pension and retirement plan and now i'm looking at nothing, a complete dead end. this is a shame, and there's an sf little pamphlet that these guys put out in march of 09 and promised to get to everybody on that list, so they chipped away and chipped awa

of the sustainable streets division. i thought it would be good for us to get an update on what was discussed there. i think there are a lot of things we can learn from other cities that are going through the same challenges that we are with our multi-modal shift and goals. i know they recently came out in an urban streets design guide. will use it to take individual's rights away to appeal. drivers don't have the money to go to superior court and sf mta knows it. if you respect the process of government as you clearly do by serving on this board don't left sf mta hold itself broof that process. take jurisdiction, please. and if sf mta was really serious about none of this being under the jurisdiction of the board of appeals they wouldn't of charging each category driver for supporting the board of appeals every year for the past three or four years, so please take jurisdiction. this is in your wheel house and if not you then we have no one else to turn to other than the superior court and we can't afford that. thank you. >> thank you. next speaker please. >> some taxi drivers -- nobody is exposed to extra cabs on the street. we have been telling them for three years that we need more taxis. there is kick back. you just go enter into hotel and come out the doorman is going to ask you "where are you going?" and as soon as you say "airport" they're calling their buddies. they're pocketing money everyday. the

[ [ laughter ] >> absolutely healthy sf is the program that created universal health coverage in san francisco. it's amazing. the problems we have had, we have had are people taking their children to the emergency rooms for primary care. and we're eliminating that through programs that make sure that everybody has health insurance. so yes, i agree with this. and i think it needs to be expanded and it's relatively cheap. and my entire public health career has been in prevention. and what happens is when people have health insurance and they are seeing a doctor on a regular basis or health care provider and getting preventative services, that saves us so much money in the end. and also, for these businesses that are having to pay, their employees will be healthier. so it's a win-win in every situation and we need to really expand and i agree with thi
. >> >> will bring a lot of great use of open space to this area and not to forget we have a little off lease dog run that is also added in here for our dog lovers which there are countless many in the city and having an area where the dogs can play with their guardians and having a natural place for this to happen. you see all of the elements happening here and i want to thank the team and the agencies working together and with community and ledge and the department of the environment is here as well (railroad noise). >> yes and all positive activities. the railway station is historic and it will remain that way, so again welcome to heron's head park. by the way for those of you who don't know why it's named this way is because if you ever have a chance to get above this area and see it literally is shaped like a heron's head and this is part of the honoring of our waterfront area. it's a great investment and of course it will lead me to say with the responsible, and this year is our proposition b which extends another great investment of $195 million to many other areas including the south east

[applause] >> thank you monique. thank you for those acknowledgments of the port and staff involved in this project but we want to ask a couple of key partners to speak on these project and their participation and particularly the parks and recreation department, the key partner with the port. as monique mentioned in 2008 they lead a campaign to get $185 million of park bonds, a portion was made available to the port and used for the blue green way projects. that partnership has lead to ongoing partnerships specifically to the eco center and like the mayor said we are working together in 2012 to get will additional park bonds and with they would like to introduce phil ginsburg dire
francisco there are a couple of open spaces but not in the middle much heavy industry use. this is a working port. work is going on as we speak but it's a place for habitat and a place for our own restoration so it makes it absolutely wonderful for that and you can get here by almost every mode. i would like to say you could take the train and the historic train and i encourage you to ride your bikes and bring your dog. this is the first dog sanctioned area and we're proud of that and i want to say thank you to all the people that made it happen and as mayor lee alluded to it's a lot of people and byron and the rest of the committee and lead by karen paris and friends at the park conservation. we have steve from the engineering group. we have dan -- who i see i missed. excuse me. we have dpw who did the design for the area. we have them with the living classroom and maybe it was going to be in another area but it's going to be here at the port of san francisco and had the help of a number of agencies and the parks department and keeping as gorgeous and welcoming as
goldstein for furnishing the city attorney's opinion and affording us the opportunity to respond to it and i'm going to do it point by point. the city attorney contends proposition a of 2007 stripped the right for taxi permit decisions from the charter, and i addressed this at length the last time, but let me say that right persists in the clear language of the charter language and no where in proposition a or the it weres presented to the voters was the loss of appeal rights ever mentioned. two charter sections here -- here it is can be easily reconciled and it didn't affect the right of appeal. the city attorney further claims that the mta's action was administrative decision and immune from appeal and even if a special class of permits is legislative act those issuance is grant subject to appeal. on that point the city attorney argues that the mta's was not a grant of permits because it required subsequent administrative action, but that action was simply a staff decision about the distribution of the med dallians. were we required to wait for the permits to be issued and file 10 sep
